Totoro & little girl question?

In "My Neighbor Totoro" the 2 disks dvd package comes with a photo of ONE little girl in PIGTAILS at a bus stop but the movie has a little girl with short hair,that girl had no pigtails at all in the movie. And I looked at the picture and there's no little sister on her back like the movie. What was wrong with the picture? Was that just a pre thought of what the characters or movie was going to turn out but didn't?
