The E on my cell phone question?

when the E disappears at the top of my cell phone, i am not able to send or rec calls or text. I am told they are doing tower work.I have lots of signal bars but i guess that doesnt mean i can use the phone. Any thoughts? If i go 1/3 mile down the road the E comes back and all is fine--but not very handy for me-smiles.
