ATI Radeon HD5450 Graphics Card - remove black plastic clasp?

You are not supposed to take it off, anything that was screwed onto the card when you got it is meant to be there. Many graphics cards have these plastic covers to cover sensitive components, to prevent static shock, or as a heat spreader. Do not take it off!
